Water comes in around our windows in a storm. Is that a window fault?

Usually it is the perimeter rather than the window itself. Driven spray finds failed sealant at the frame perimeter, tired sills without proper drips, and reveals that were never detailed for this exposure. We test to find the actual entry point and rework the perimeter detail, rather than replacing a window that was not the problem.

What causes the concrete to flake off our balconies?

Spalling. Salt reaches the reinforcing steel inside the concrete, the steel corrodes, and as it corrodes it expands and forces the concrete off from the inside. Filling and painting over it achieves nothing because the corrosion continues behind the patch. The repair is to cut back to sound concrete, expose and treat the steel, and rebuild to profile.
